ProQuest is a subscription based product which is sold at the institution level only.  If your school/local/state library subscribes, please  check with them to see if they offer remote access to ProQuest.  If they do, they will provide the remote access instructions. ProQuest Technical Support will not be able to give these instructions as they will be different for every library/institution.
